Systemic importance buffer

Systemic importance buffer is a Common Equity Tier 1 Capital adequacy ratio buffer of a bank, a non-bank financial institution fixed to limit (reduce) an adverse effect on the soundness of the banking system resulted from the deterioration in the financial position of a bank, a non-bank financial institution qualified as systemically important.

The value of the systemic importance buffer amounts to:

1.5 percentage points for systemically important banks and NCFI of Group of Systemic Importance I;

1 percentage point for systemically important banks and NCFI of Group of Systemic Importance II.

The procedures for determining systemically important banks and NCFI are regulated by the Instructions on the Procedures for Determining Systemically Important Banks and Non-bank Financial Institutions (available in Russian only). The list of systemically important banks and NCFI is reviewed annually and posted on the official website of the National Bank. The up-to-date list can be found here.
